Today this barometer of the market volatility breakout the downtrend line, this indicator with high values implying pessimism and low values implying optimism.

Intel Corp. announced on Tuesday after the market close that it would cut a total of 10,500 workers, or 10 percent of its work force, by mid-2007 in a bid to increase its competitiveness, with this countermeasure it expected the layoffs to save it approximately $2 billion in 2007 and $3 billion by 2008. Shares of Intel fell more than 3% today.
